1. Performance-Based Budgeting Process: Tens of Billions in Budgets Overseen
Client: Pennsylvania Governor Tom Wolf
From 2018-2022, in a first in Pennsylvania history, The Wolf Administration was required by legislative mandate to participate in a five-year review of all Commonwealth ofPennsylvania agency spending, amounting to over $30 billion in budgetary spend, with each of the 29 agencies required to produce a report for the legislature during their designated year in the five-year process.
Governor Wolf hired Joshua at the beginning of his second term in office and entrusted him to singularly coach and guide agency leadership through their respective twelve-month process of producing the required report.
In addition to ensuring that reports were completed and filed timely, Josh was also tasked with maintaining stakeholder engagement with Governor’s office senior staff, the Independent Fiscal Office running the review, and senior staff within the leadership offices of the Pennsylvania legislature.
2. Event Execution and High-Level Stakeholder Management: Millions Raised
Client: New Hampshire Democratic Party
In the summer of 2010, the preeminent state party organization in the nation unexpectedly loses their only fundraising staff member four months before the election. With no time to waste, the party chairman executes a nationwide search for a professional who can hit the ground running and guide the party through their major fundraising event in the fall headlined by US Senator Amy Klobuchar.
The chairman hires Joshua and he immediately began implementing a fundraising operation that increased the average gift size by 94%, ensured timely and accurate reporting to the Federal Election Commission, and led the successful execution of the fall fundraiser featuring Sen. Klobuchar, exceeding the party’s fundraising goal.
Joshua’s performance was so well-received that party leadership asked Joshua to continue his work with the organization into 2011 after Vice President Joe Biden communicated his willingness to headline the party’s spring fundraiser.
Navigating a process that required astute judgment and high-level stakeholder engagement with political leadership in New Hampshire, the Democratic National Committee, and the White House, Joshua successfully executed the spring fundraiser and exceeded the party’s fundraising goal.
At the end of twelve months working with Joshua in the summer of 2011, the New Hampshire Democratic Party raised $2.9 million and was equipped with a fundraising operation Joshua built that led to significant victories on Election Day 2012.
3. Creation of Organization-Wide Development Operation: Goals Exceeded by Double Digits
Client: American Academy of Nursing
At the end of 2014, with no history of paid fundraising staff, the board of the American Academy of Nursing decided to hire a fundraising professional to build a development plan to engage their nationwide membership in order to raise funds to support their policy initiatives.
The Academy hired Joshua to create and implement the development plan, build and coach up a development committee, and clean up development operations that were lacking a professional system to solicit gifts, produce timely thank-you notes for donors, and track donor history.
Joshua built and executed a comprehensive development strategy that created individualized member‑to‑member fundraising plans for all fifteen development committee members and ten board members. Joshua drove sustained revenue growth; annual giving increased 15.5% in 2015, 21.7% in 2016, and 34.2% in 2017 by professionalizing systems, coaching volunteer leadership, and establishing a repeatable donor‑engagement model
4. Leadership Coaching: Success Achieved in Improbable Situations
Client: Virginia State Senator Creigh Deeds
After narrowly losing his 2005 bid for Attorney General by only a few hundred votes out of nearly three million votes cast, Senator Deeds decides to launch a bid to be the Democratic Party’s 2009 nominee for Governor.
A nationwide search, launched to identify the team that will lead Senator Deeds to victory in the 2009 primary, begins in earnest in the early months of 2007.
Hundreds apply, dozens are brought down to Richmond to interview in person with the Senator, and only four individuals, from those hundreds of original applicants, are chosen to create the organizational architecture for victory.
Joshua is dispatched by Deeds to manage his political and fundraising operation in southwestern Virginia. Headquarted in Roanoke, Joshua built a massive operation spanning 27 counties and over 28,000 square miles: from Lexington to the north, south to Danville near the North Carolina border, and west out to Bristol on the Tennessee border.
Providing Deeds right when he bucked conventional political wisdom by being the only candidate in a multicandidate Democratic Party gubernatorial primary to hire a paid professional to manage their political and fundraising operation in conservative southwestern Virginia.
The operation raised $450,000 in essential early money that buoyed the Senator to anupset victory in the 2009 Democratic gubernatorial primary with nearly 50% of the vote as he defeated his two more widely known and well-funded opponents by 23 and 26 percentage points, respectively.
